The following represents a summary of the council decisions from the Regular Council Meeting of April 14, 2025. These represent highlights, and are not formal council minutes, which are posted upon approval at a future Council meeting.

Consent Agenda:

Council’s approval of the Consent Agenda covered:

  • Acknowledgment of the approval for a 2026 PMHP project on River Road project (0.4 km storm sewer/curb/gutter);
  • Acknowledgment of formal correspondence from the NB Emergency Measures Organization, related to the assessments of municipal emergency preparedness;
  • Acknowledgement of the February and March 2025 Development Activity Reports provided by Plan360;
  • Acknowledgement of a Thank You card received from the students of SRS for the Future Pathways Expo.

Public Presentations:

Recommendations from Committee of the Whole and Closed Session(s):

  • Land Purchases: Council approved the acquisition of four parcels of land disposed of through the Province’s surplus land disposal process (PIDs  05039383, 00958165, 70281639, and 00717900).
  • Lease Agreement with 765040 NB Ltd.: Council approved a lease agreement between the Town of Salisbury and 765040 NB Ltd. for the purpose of operating a sea can-based microbrewery site at Highland Park.   • Multi-Year Grant Agreements: Council passed four motions and approved multi-year grants to Tri-County Ground Search and Rescue, Amp It Up Dance Studio and Salisbury Regional School, and a one-time grant to Salisbury Lions Club.

Reports from Administration:

Reports from Administration saw passage of the following nine motions:

  • Approve the 2025 Federal Election Priorities letter as-drafted to be sent to all registered candidates in Fundy Royal in anticipation of the April 28, 2025 election;
  • Approve a letter to CN requesting that they not conduct vegetation control spraying within Town limits;
  • Awarded SALS2025-04, MacDonald Road Sidewalk Extension and Street Resurfacing, to MacDonald Paving and Construction Ltd. for a price of $591,111.00, excluding HST, to pulverize and re-surface MacDonald Road from Main Street to Chad Crescent, including sidewalk extension;
  • Awarded RFQ-SALS-2025-07, Annual Asphalt Patching to Browns Paving Ltd., in the amount expected to be $67,050.00, excluding HST, with authorization for additional tonnage based on the budgeted amount for the 2025 patching program;
  • Awarded SALS2025-11, Salisbury Train Trestle Upgrades, to J.K. Fraser & Son Ltd. in the amount of $218,979.90, excluding HST, for the replacement of decking and installation of timber railing on the railway trestle;
  • Awarded RFP-SALS-2025-08, to Serenity Pools & Landscaping, for the installation of a heat-pump heating system at the Salisbury Lions Pool in the amount of $35,369.42, excluding HST;
  • Assented to the location of Dundee Drive and accept the 601 square metres of Land for Public Purpose, in addition to cash-in-lieu in the amount of $7,089.52, for the proposed Michaud Capital Corp subdivision;
  • Authorized the Chief Administrative Officer (CAO) to grant an exception to the Town of Salisbury’s Residential Development Incentive Program Policy guidelines to approve a one-time grant in the amount of $5,000 under the pre-application stream for the purposes of exploring commercial development feasibility on PID 00962134, which could facilitate future residential development in the vicinity;
  • Approved a one-time grant request to Salisbury Regional School students for the purposes of undertaking two capstone projects, including the construction of picnic tables and a greenhouse, in the amount of $1,050.

By-laws:

Third and Final Readings of the following five by-laws were approved by Council:

  • By-law No. 13, A By-law to Repeal Numerous By-laws of the Former Village of Salisbury;
  • By-law No. 15, A By-Law of the Municipality of Salisbury Relating to Traffic;
  • By-law No. 14, a By-law of the Municipality of Salisbury Relating to the Prevention of Excessive Noise;
  • By-law No. 50-2, A By-law to Amend By-law No. 50, Village of Salisbury Municipal Plan (3041 Main Street);
  • By-law No. 51-5, A By-law to Amend By-law No. 51, Village of Salisbury Zoning By-law (3041 Main Street)

Motions & Resolutions:

The April 14 RCM concluded with the passage of five resolutions by Council:

  • Council formalized the change in location for the April Committee of the Whole Meeting, specifically for the Public Hearing for the consolidation of the Village of Salisbury Zoning By-law and Municipal Plan with the Westmorland Albert Rural Plan. Due to Town Hall Renovations, the meeting originally scheduled for April 28 needs to be held at the Salisbury Lions Club. However, the Lions Club is now a polling station for the federal election. The motion, therefore, formalized the change in date and location from the February 24 motion.   • Approved Residential Subdivision Agreement No. 3 between the Town of Salisbury and Michaud Capital Corp (Dundee Drive).
  • Approved three funding agreements with the Regional Development Corporation for three different projects.

Next Meeting:

The next meeting of Council will be held on April 30 at 6:00 PM at the Salisbury Lions Club for a Committee of the Whole Meeting. The next Regular Council Meeting will be held on May 12 at 7:00 PM. The next edition of Council Highlights will be posted after the May Council Meeting.
