The following represents a summary of decisions from the Regular Council Meeting held by Salisbury Town Council on December 8, 2025. These represent highlights, and are not formal council minutes, which are posted upon approval at a future Regular Council Meeting:
Consent Agenda
After adopting the Minutes of Council’s Regular and Committee of the Whole meetings held in November, Council approved a Consent Agenda that included a letter from the Local Governance Commission of New Brunswick clarifying that elected members of Council are not considered employees of the municipality and are, therefore, not eligible for closed discussion protection under Section 68 of the Local Governance Act when it comes to conflict of interest or code of conduct matters. The other Consent Agenda item corrected a typo in a previously-approved document with regards to Residential Subdivision Agreement No. 2.
Public Presentations
RCMP Caledonia Region Detachment Sgt. Ricky LeBlond joined Council for a brief discussion about local issues, touching on incidents of theft and speeding, as well as the growing concern with motorized bicycles on the streets, noting the existing grey area in the Criminal Code regarding these bikes and need for legislation to catch up.
After that, a Public Presentation was held by Southeast Regional Service Commission/Plan360 Planner Sam Gerrand concerning a rezoning request for a Homestead Road property (PID 01052695) which, if approved, would see it change from Rural to Industrial designation to permit a business that will repair shopping carts. This launches the public consultation phase with the Public Hearing of objections scheduled for January 26, 2025, at 6:00 PM.
Reports and Recommendations from Committees and Private Meetings
Acting on a recommendation from November’s Committee of the Whole meeting, Council ratified the first ever Cultural Policy for the Town of Salisbury. Council also brought forth an item from the Closed Session of November 17th, passing a resolution for the Town to acquire a parcel of NBDTI surplus land located at the southwest corner of Main Street and River Road for $1,800 plus administrative expenses.
Reports from Administration
Under Grant Recommendations, Council approved multi-year funding requests submitted by Salisbury Boys and Girls Club and Fort Folly Habitat Recovery, both organizations having made presentations at the Regular Council Meeting on November 17th. Another Report from Administration resulted in Council’s approval of the Town’s four-year investment plan for the provincial Capital Renewal Program, which helps fund projects in the Town’s five-year capital plan.
By-laws
Resolutions passed will modify the schedules in two Town By-laws. The Animal Control By-law, No. 10, will now allow the option of purchasing dog tags online, while the Sewer By-law, No. 6, will see the fee schedule modified to permit the Town to charge for sewer service based on flow in unique circumstances. As well, the Town will now charge lawyers $25 for each sewer certificate requested in cases of property transactions, for example.
Closed Session
Council went into Closed Session in order to discuss a matter related to land, protected under Section 68(1)(d) of the New Brunswick Local Governance Act.
Next Meetings
Council’s annual year-end session for housekeeping matters will be a Special Council Meeting held virtually on the morning of December 30th. The next Regular Council Meeting will be held on January 12th at 7:00 PM. The next edition of Council Highlights will be posted after that January meeting.
