The following represents a summary of decisions from the Regular Council Meeting held by Salisbury Town Council on March 9, 2026. These represent highlights, and are not formal Council minutes, which are posted upon approval at a future Regular Council Meeting.
Monday evening’s meeting began with the approval of minutes for meetings of Council held on Feb. 9th, 23rd, and 27th, as well as the approval of Consent Agenda items, including a Plan360 Development Activity Report for January.
Public and Administrative Presentations
Three presentations began with Salisbury Regional School Principal Tammy Constantine briefing Council on the updating of the school theatre, rebranded as Salisbury Regional Performing Arts Centre, with state-of-the-art lights, sound, and A/V equipment.
CBCL’s Brennan Thorne presented Council with an overview of the municipal wastewater infrastructure network as part of a Town lot size review.
Plan360 then led a public hearing for Salisbury’s proposed Zoning By-law text amendment, which would allow for the permitted use of shipping containers as seasonal vending facilities. There were no objections raised.
Recommendations from Committee Meeting
A new Emergency Measures Plan and appointment of a director of municipal EMO were two ratifications by Council stemming from the February 23rd Committee of the Whole meeting. Council also ratified a Code of Conduct for Facilities policy and an Age-Friendly Action Plan.
Report from Administration
Council approved a one-time grant for $10,000 to Salisbury Regional School to help with theatre upgrades. Two previous grants to SRS from the Town, of $5,000 in each of the previous two years, will also go toward the theatre renewal for a total contribution of up to $20,000 from the Town.
By-laws
Under By-laws, third and final readings were held for zoning and municipal plan amendments that clear the way for a shopping cart refurbishment business on a Homestead Road property bearing PID 01052695. Another four proposals under By-laws underwent first and second readings, including the zoning text amendment for seasonal vending that was the subject of the public hearing earlier this meeting. The other three drafts were for Council Code of Conduct and Proceedings of Council Meetings by-laws, and a separate by-law for seasonal and temporary vending.
Closed Session
There was discussion in Closed Session concerning a contractual matter, the contents of which are protected by Section 68(1)(c) of New Brunswick’s Local Governance Act.
Resolution
The meeting closed with Council’s approval of the Terms of Reference for the Arts, Culture, and Heritage Advisory Committee.
Next Meeting
Council next meets on March 23rd at 6:00 PM for Committee of the Whole. In lieu of a Regular Council Meeting in April, there will instead be a Special meeting on the evening of Tuesday, April 7th. That will be Council’s final meeting prior to the May 11th municipal election.
