The following represents a summary of the decisions from the Regular Council Meeting held virtually by Salisbury Town Council on May 12, 2025. These represent highlights, and are not formal council minutes, which are posted upon approval at a future Council meeting:
Consent Agenda:
Council’s approval of the Consent Agenda covered:
- Acknowledgment that Council has received a copy of a recent RCMP presentation to Southeast Regional Service Commission that includes the priorities for this fiscal year, 2025/2026;
- Acknowledgment of approved Canadian Heritage federal funding for Canada Day events on Tuesday, July 1;
- Acknowledgment of the April building permit report from Southeast Regional Service Commission/Plan 360, which includes an NBDTI repair facility in River Glade.
- Acknowledgment of a Plan 360 notice of decision regarding a variance application to reduce the width of a remnant lot bearing PID 00641241 on Middlesex Road from 54m to 24m.
Public Presentations:
Eagles Soccer Club President Todd McNeil joined the meeting to provide Council with an update on the Eagles program to date. There are 390 girls and boys registered for various levels of youth soccer with the Eagles this Summer!
Recommendations from Committee of the Whole and Closed Session(s):
- Council approved a Local Government Service Easement off Karen Court for existing underground infrastructure.
- Council approved a new Storefront Beautification Program, expected to see its first intake this Fall, where commercial property owners can apply for storefront beautification grants covering 50 per cent of eligible project costs up to a maximum of $3,000.
- Council also approved a new policy concerning Enhanced Notification for Planning Matters to improve public outreach during rezonings.
Reports from Administration:
Reports from Administration saw passage of five motions:
- Council awarded two tenders to officially give the go-ahead to the creation of Roxboro Court Park. A tender for Playground Equipment, Protective Surfacing and Installation, valued at $149,854.00 excluding HST, was awarded to Play Power LT Canada Ltd. Also, a tender for work including site grading, a parking lot, bioswale construction, walking path construction, building of two gazebo sun shelters, bench/waste receptacle pads, and basketball court installation was awarded to Ayles Natural Landscaping Ltd. in the amount of $328,172.00 excluding HST. Work is expected to finish this Fall. - Council awarded a tender valued at $381,111.00, excluding HST, to MacDonald Paving for a project that will see the replacement of a culvert located at Main Street/Reeder Road. This culvert, because it is connected with the Town’s storm water system, is considered a municipal asset and is not under the jurisdiction of the Province.
- A one-time grant of $2,500 was approved for the Boys and Girls Club of Salisbury in support of its foundational food support programs.
- Council approved a request for a Special Occasion Flag Raising for the Greater Moncton Scottish Association between June 12-15 at Highland Park. This will be part of the Park Amphitheatre hosting a performance event in the Greater Moncton Highland Games.
By-laws:
First and Second Readings were held for the consolidated by-laws that will effectively merge the former Village of Salisbury Zoning By-law and Municipal Plan with the Westmorland Albert Rural Plan which, should they eventually receive Third and final reading, will result in the creation of one overarching planning document for the entire Town of Salisbury.
