The following represents a summary of decisions from the Regular Council Meeting held by Salisbury Town Council on November 17, 2025. These represent highlights, and are not formal council minutes, which are posted upon approval at a future Regular Council Meeting:
Consent Agenda:
After adopting the Minutes of Council’s Special, Regular, and Committee of the Whole meetings held in October, Council approved a Consent Agenda that included Plan360 development reports for September and October; a card from the Salisbury Silver Fox Art Circle and a letter from the Jordan LifeCare Centre, both expressing thanks for grants; a request for donations from the Friends of the Moncton Hospital Foundation; and information, including posters, for a New Brunswick Education department awareness campaign that targets chronic student absenteeism.
Public Presentations:
Council heard public presentations by Edmund Redfield of Fort Folly Habitat Recovery and Amy Lounsbury of the Boys and Girls Club of Salisbury.
Closed Session:
Council had to go into Closed Session in order to discuss topics that were contractual, land-related, confidential pertaining to the Government of New Brunswick, and of a legal nature, protected under the Local Governance Act sections 68(1)(c), -(d), -(e) and -(f), respectively.
Reports and Recommendations from Committees and Private Meetings:
Following up on discussion from Committee of the Whole in October, Council approved a partnership with Fundy Biosphere Region in applying “Other Effective Conservation Measures,” or OECM status, for Highland Park and the Wastewater Treatment Facility, a designation that offers protection while allowing the sites to continue with their primary functions.
Reports from Administration:
Council approved the 2026 Budget and Capital Plan documents, highlighted by the property tax rate being held at the 2025 level of $1.1599 per $100 of assessment in Ward 3, the former Village area.
The Town’s former local service district sub-units will pay a common tax rate in 2026 equal to the lowest of the sub-unit rates for 2025, that being $0.6335 per $100 of assessed property value, plus the Special Provincial Levy of $0.4115 charged by the New Brunswick government for road maintenance.
The Ward 3 sewer rate will remain at $400 per unit.
Also from Reports from Administration, Council awarded a contract for General Insurance and Risk Management Services, as well as Cyber Insurance Coverage, to Arthur J. Gallagher.
Council denied a grant request from a non-resident who will operate a private Winter baseball academy in Salisbury.
A petition was received from residents of Spring Garden Subdivision in Boundary Creek calling for a neighbourhood speed limit reduction from 50 km/h to 30, something Council does not have jurisdiction over as these are Provincial Transportation department roads, but the Town has reached out to DTI and will help the department with the installation of park signs and visibility.
By-laws:
Under By-laws, third reading was held for a revised By-law No. 15, the Traffic by-law, which is amended to introduce a new schedule to the by-law which allows the Town to designate No Parking zones, in this case following up on a request from the Lions Club concerning the northeast side of Peter Street.
Notices of Motions and Resolutions:
Concerning a new rezoning application for a Homestead Road property, from Rural to Industrial to permit a business that will repair shopping carts, a schedule was set that will see the Public Presentation held on December 8th and the Public Hearing of objections held on January 26th, both as part of Council meetings those days.
Next Meeting:
The next meeting of Council will be held on November 24th at 6:00 PM for Committee of the Whole. The next Regular Council Meeting will be held on December 8th at 7:00 PM. The next edition of Council Highlights will be posted after that December meeting.
