The following represents a summary of decisions from the Regular Council Meeting held by Salisbury Town Council on September 8, 2025. These represent highlights, and are not formal council minutes, which are posted upon approval at a future Council meeting:
Consent Agenda:
Council’s approval of the Consent Agenda covered:
- August and July 2025 Planning and Development Overviews provided by Plan360 of the Southeast Regional Service Commission;
- Notices of decisions from the Southeast Planning Review and Adjustment Committee (PRAC) to permit conditional uses to allow for 6- and 4-unit dwellings to be built on a Fredericton Road property, and for a Scott Road property to allow for a 2-unit dwelling that will be secondary to an agricultural-use;
- Second Quarter report from Southeast District RCMP (including Caledonia Detachment, which services Salisbury);
- Acknowledgment and thanks from Pine Hill Cemetery for a grant received from the Town.
Administrative Presentations:
- The first of two Administration presentations detailed a development vision, including a focus on non-profit builds, for 28 acres of Town-owned land located east of Sunrise and Twilight avenues, with public outreach to follow;
- Council was also briefed on a new Citizen Relationship Management, or CRM, tool that is being used by all Town staff to track resident inquiries.
Reports and Recommendations from Committees and Private Meetings:
- Following up on discussion in Closed Session on August 11, Council approved the Annual Performance Evaluation of the Chief Administrative Officer and authorized its signing and filing by the Clerk.
Reports from Administration:
Reports from Administration saw passage of four motions:
- Council directed staff to submit the application for the 2028-2030 Provincial Municipal Highways Partnership to the New Brunswick Department of Transportation and Infrastructure;
- Regarding overdue sewer payment collections, Council directed staff to engage the Province’s Sheriff Services for Money Judgment Enforcement on delinquent properties as recommended and, should this not succeed, proceed with disconnections;
- Council approved a revised Health and Safety Policy;
- Council directed staff to explore plans for a shared-use trail; that is, for all-terrain vehicles and pedestrians, to be located east of Fredericton Road, and to update Council on the progress of negotiations with private landowners and on projected costs. This avenue is being explored due to the Provincial regulations that will not permit ATV access on streets on the full length of Fredericton Road and/or over the TransCanada overpass.
Next Meeting:
The next meeting of Council will be held on September 22 at 6:00 PM for a Committee of the Whole Meeting. The next Regular Council Meeting will be held on October 14 at 7:00 PM. The next edition of Council Highlights will be posted after that October meeting.
