Salisbury Town Council is taking steps to improve the delivery of health-care services in the Community.
At the Regular Council Meeting of July 13, 2026, Council approved the signing of a Letter of Intent with Horizon Health Network (Horizon) to support efforts to improve access to primary care in Salisbury. Horizon also signed a Memorandum of Understanding (MOU) with a Family Physician to establish a Family Health Team in Salisbury. The Letter of Intent is an important next step in Horizon’s efforts to pursue funding from the Department of Health to support the development of a Family Health Team in the community.
The Letter of Intent outlines the intent of both parties, subject to funding and other necessary approvals, to explore a cost-sharing arrangement for a Family Health Team. The Town and Horizon have been working collaboratively with an architect and the health-care provider(s) on conceptual layouts and have also explored the potential for the Family Health Team to be located on land owned by the Town.
While the Letter of Intent does not guarantee this project will proceed, its signing represents a positive step forward towards Council’s efforts to advance the Strategic Plan priority of collaborating with Horizon to increase access to primary health care services in the community.

What is a Family Health Team?
A Family Health Team is made up of different health care professionals who work together to provide you with primary care. Instead of having one family doctor, you will have access to a variety of health care professionals so you can access the right health care from the right practitioner, at the right time.
Are Family Health Teams and Collaborative Care Clinics the same?
Yes. While both Horizon and Vitalité Health Networks have adopted the term Family Health Team, you may see Collaborative Care Clinic or Collaborative Care Team used by others.
These terms all refer to the same model of care and the teams working together to provide primary care to New Brunswickers, based on Dr. Jane Philpott’s book Health for All: A Doctor’s prescription for a healthier Canada (2024).
