During the Regular Council Meeting of March 9, 2026, Salisbury Town Council held first and second readings of four municipal by-laws. Pursuant to Section 70 of the Local Governance Act, this Public Notice shall constitute public notice of the Town’s intent to read the by-law(s) by title only at the upcoming meeting of Council.
Feedback on the by-laws as presented must be sent, IN WRITING, to the Town Clerk at clerk@salisburynb.ca by Wednesday, April 1, 2026 to be presented to Council prior to having third and final readings of the by-laws. Feedback can also be provided in-writing in person at the Town Office, 56 Douglas Street, during regular business hours.

Summary of Proposed By-law No. 17-2, Town of Salisbury Zoning By-law
The Town is currently processing a proposed text amendment to Town of Salisbury By-law No. 17, a Town of Salisbury Zoning By-law.
The proposed amendment would modify Section 3.10 of the By-law to add a notwithstanding clause that would permit the use of shipping containers for seasonal vending purposes, as well as amending Section 3.11 that outlines the ability to use shipping containers as an accessory building for seasonal vending, with conditions and stipulations, as per the proposed amendment.
Applications for seasonal vending licenses would be processed by the Town, under By-law No. 20 (also summarized in this Notice).

Summary of Proposed By-law No. 18, Procedural By-law
This By-law is intended to repeal and replace current Town By-law No. 3, adopted by the Transition Facilitator on behalf of the Minister of Local Government and Local Governance Reform in 2022.
The intent of this By-law outlines the procedural requirements and processes involved with Meetings of Town Council under the Local Governance Act (including: Committee of the Whole Meetings, Regular Council Meetings, Special Council Meetings, and Closed Sessions). The majority of items in the revised By-law are intended to address procedural inconsistencies since the provincially-imposed By-law came into effect in 2023.
The By-law includes categorizing the types of meetings, how meetings are run, how agendas are established, published, and updated, the dates/locations and logistics of meetings of council, quorum, presentations from the public, and how to address petitions, as examples.

Summary of Proposed By-law No. 19, Code of Conduct for Council By-law
This By-law repeals the current Town of Salisbury By-law No. 2 which was adopted by the Transition Facilitator on behalf of the Minister of Local Government and Local Governance Reform in 2022.
The premise for the change was in light of a Memo circulated by the Local Governance Commission that local government could not discuss matters submitted under Code of Conduct By-laws in Closed Session under the premise that elected officials are not/were not deemed to be employees of the Local Government. The exception permits discussions in Closed Session when the process entails advice from a Solicitor.
The proposed By-law revises the process to ensure compliance with the Local Governance Act and stipulates the process the Town would follow in the event of a complaint under the By-law. The proposed By-law conforms with Regulation 2024-48 of the Local Governance Act.

Summary of Proposed By-law No. 20, Seasonal Vending By-law
The Town is currently processing a proposed text amendment to Town of Salisbury By-law No. 17 that would permit the utilization of shipping containers as seasonal vending facilities, subject to Town approval. The public notice for the amendment to By-law No. 17 can be read online here.
Should this text amendment be approved, the Town must implement a Seasonal Vending By-law to regulate Seasonal Vending, as permitted in Section 3.11 of the Zoning By-law, including but not limited to those in shipping containers.
The proposed By-law outlines the requirements for these processes, including the application process, $25 application fee, the permit, the aesthetic and maintenance standards, and grounds for revocation of permit(s) issued under the By-law. It also includes several exemptions including: roadside aquaculture or agriculture harvests, food trucks (for one day or less), vendors participating in a municipally-sanctioned program, and/or seasonal activities occurring on a commercial lot that is complementary to existing operations (ie: garden centres).
