During the Committee of the Whole Meeting on October 26, 2026, Salisbury Town Council approved the 2027 Operating Budget, the 2027 Utility Budget, and the 2027 Capital Plan, in-principle. In the coming weeks, Town Staff will finalize the budget for ratification at the November Regular Council Meeting.
Based on direction from Council, the Town is expected to maintain the property tax rates for both sub-units (former Village and former Local Service Districts (LSDs)). The proportionate share of costs for former Local Service Districts, however, will decrease from 83% to 81%.
The proposed budgets are subject to official ratification at the November Regular Council Meeting. While adjustments are expected between the Committee of the Whole Meeting and official ratification, the Town invites residents to submit formal comments for Council’s consideration at the November Regular Council Meeting. Any feedback, suggestions, or questions can be forwarded to the Town Clerk/Treasurer at clerk@salisburynb.ca.
Residents are encouraged to first consult the budget presentation online here, or, watch the recording of the recent meeting online to view the presentation being made to Council. (Budget presentation starts at 47:35 of the meeting video posted under the October 26, 2026, meeting).
The following provides an overview of the budgets approved-in-principle:
- The Town is not expected to adopt the provincial rate stabilizer for 2027. Pursuant to Provincial regulation, the Town will publish a full explanation upon ratification of the budget;
- The draft Operating Budget is $9,017,497.89;
- The average residential assessment for residential properties in 2026 is approximately $254,025. Assuming the assessment increases by 10%, the maximum assessment increase possible, the average assessment would be $279,427. Based on maintaining the tax rates, as opposed to the stabilizer rate, this means an additional $6.91 per month for the average home in former LSDs and $12.74 per month for the average home in the former Village. Based on the average assessment in 2027 and maintaining the rate, the annual difference in-total on an average property tax bill will be $264.45 for the former LSDs (including Special Provincial Levy, payable to the Province) and $294.64 for the former Village;
- The Utility (wastewater) rate is expected to remain stable at $400;
- In 2027, the Town will work towards several strategic priorities, including the planned co-construction of a facility for a Family Health Team, increased spending on road re-surfacing, other significant capital projects, and more.
Additional information is available by consulting the budget presentation. The Town invites comments ahead of the official ratification, expected in November. Any comments received will be presented to Town Council at the November Meeting.
Following the ratification and subsequent Provincial approval, the budget in-full, along with the Budget Book, will be published online at: https://salisburynb.ca/municipal-office/budget-financial-information/. Additional communications, including online, by mail, and in the Town’s newsletter will follow approval of the budget.
Pursuant to Provincial legislation, no budget is final until ratified by Council at a Regular Council Meeting and approved by the Government of New Brunswick. This communication is intended to inform residents of the current status of budget planning. Therefore, all figures remain draft until the budget is approved by both Town Council and the Government of New Brunswick.
